This is an old NJ Department of Motor Vehicles lot when our town had car and truck inspection services. There are the remnants of the little booth where the guy used to sit and manage the line. There is the weigh station or whatever it is with a little narrow booth for customers to wait in. I have no ideal what that second booth is for, as the brake and exhaust tests were across the street in the actual inspection center.
In my 35 years of living in this town, this was the holding lot where you waited in line to get into the inspection station. They migrated to an internet-only reservation service for several years, but before that, the lot would be full of cars on the days they were open.

This is the customer waiting area booth. It still has the air condition unit on top and sits next to the weigh or brake station, whichever it is.
